Stern tribute stripe on jerseys

Someone on here created the Stern tribute stripe for all jerseys earlier this year. Can someone direct me to who it was, and is it in the download section?

Noticed 8 teams won't allow the jerseys to have sponsor logos as well as the stripe. Strange.

I fixed some uniforms in my PC Basket roster, I made changes via cheat.
