I plan to make the missing cfs. But I prefer to wait. 2K is going to release more updates with new renders. So new players will probably be added soon and I can convert them. Charlie Brown Jr. cf is already in 2K21 files.
When the post-draft update is released, I will be able to have a complete list of which players will not finally get a cf.
