At a certain point, most of the userbase has moved on, making it difficult to justify keeping the servers up and running. I mean, they could afford it - they make enough money from the games - but it does become an unnecessary expense once the online scene for a specific title is practically dead. It's unfortunate because you can't download updated rosters and the like, and even the extended 27 months doesn't feel all that long, but it's kind of the way it goes with annual releases. Having jumped into Park and The Neighborhood/City after new games come out, I can attest that the activity does steeply decline fairly quickly. So again, while it's unfortunate, it's also understandable.
