After staring at green numbers for 3 hours with no success, I found an alternative method to maxing out your potential attributes:
1.Launch Cheat Engine
2.Launch 2k23(windowed makes it a lot easier)
3.Select 2k23 as the process
4.Type in 25(make sure the value type is at 4bytes, I'll get to this later) and click New Scan
5.Change any of the attributes so your overall increases in 2k23(Eg. Increase from 25 to 37)
6.Write the new value in the box in cheat engine and click New Scan
7.There should be one address(if not, just repeat step 5 until there's one). Add this address to the bottom half of cheat engine.
8.Go back to where you pick your wingspan/height and change one of the values to reset your stats(select yes in 2k23 for the prompt that comes up)
9.Go to your attribute screen
10. Bring up Cheat Engine and change Value Type from the drop down menu to Array of Byte(Hex)
11.Type 19 in the bar and scan
12.Change the value of the first attribute to 28(or anything other than 25) in 2k23
13.Go back to cheat engine and type in 1C(28 is translated as 1C in Hex) in the box and click next scan
14.There should be one address that comes up if there are 2 or 3 and you're not sure go back to 2k23 and change the same attribute to a random number then look at the addresses in cheat engine and translate those hex values to normal numbers until one hex matches your new number in 2k23(you can google search number to hex to do your converting from hex to normal number and vice versa)
15. Add this address to the bottom
16.Repeat step 11 to 15 for the rest of the stats(There are 22 stats in total. Even if you think you're done I'd count how many you have at the end just in case)
17.Select all the addresses minus the the first one you did(the one for the overall) right click and change record > value to 63(63 is hex for 99)
18. Boom all your values should be 99. Like the other post said, you want to lower these values to your max potential. So go back to your height/wingspan screen and take a mental note of your max potential attributes
19. Otherwise it'll kick you out when trying to start your MyCareer. Make sure you're exact though even 1 point over won't do so just go back and forth between the height/wingspan page and the attribute page in 2k23 until you lower your values down to their original maximum.
20.ALMOST FORGOT. Change your overall address to 99 so you can actually continue.

This works but you can't actually max out the build. You end up with a player maxed out at overall 90. Like all the categories get grayed out and you can't spend vc pass overall 90

maybe because you havent actually grinded yours? rebirth max rating is at 90

can you actually get 99 with all maxed potential? or it just stop at whatever left?

i read somewhere that you can hit all the max allowed potential stat when you hit the 99 cap. but when at 98, there will still be loads of stats that you cannot upgrade due to the 98 cap. Once you hit 99, then all the stats will not be greyed out and as long as you got the VC, you can upgrade all of them.

I am still at max 95 overall cap, still trying to grind it to 99 (been restarting too many times)

i got it in around 25 games between 100k-150k mypoints each (depends on opponent strength modifier).
grind VC with endorsement event only until 10-15 PURSER visits then create new career save. that's the highest amount of VC yield method I use.

ahh i see. my avg mypoints is around 50-70k, and I am in around 36 games, and hit 96 overall. looks like by the time I finish the 1st season, I should be able to hit the cap

Are you playing with HOF and 12 minutes quarter length?

yea, the first 10 to 11 games of mycareer can earn around 50k VC (choose only max endorsement per event, goal doesnt matter much)

Thanks for the link, I would get it by myself but sadly my country is not listed in the ones you can create a account through the Baidu Cloud (that's the way to create an account without having a Chinese mobile phone through the normal Baidu forums). So I can get the tool only from good samaritans as yourself that provide the link through forums like these. I just use the tool to be able to play a MyCareer with the attributes I want instead of being limited to the impositions of online play (that I don't care anything at all personally).

Leechers are everywhere sadly, there's nothing you can do about it.
